I think this was a nasty rumor started by someone.... not only is SQL*Plus
supported, but there are some new features associated with it as well in
Oracle Database 10g, such as the ability to append to a spool file!

I don't think so.
SqlPlusw (windows) is still part of Oracle10 install on windows
platform.

Perhaps you mean sqlplusw (windows) which is de-supported in 10g

which paper are you referring to?
AFAIK there have never been plans to desupport SQL*Plus ...

Several months ago, I saw ORACLE paper said SQLPLUS will NOT support on 10g. Last week, I installed ORACLE 10g client and found SQLPLUS still there.
Does ORACLE change mind?
