Does anyone have any idea or knowledge regarding resource_limit and if that paramter plays any role whatsoever in costing?

The reason I ask is the following blurb: Support and Historical Notes for "RESOURCE_LIMIT"  Related:         

  As a side effect this causes CPU based statistics to be updated   more frequently than usual in order to ensure CPU resource limits   are not exceeded.
