I've done 10.7 to 11i upgrade projects from 3 months (3 fina modules, 30 customized reports, 3 interfaces) to 12 months (20 modules, 20 interfaces, 150 reports + some other stuff) with production downtimes from 20 hours to 5 days.

IMO, 10 weeks is too little time for planning, preparing, testing an upgrading of an apps installation with customizations.
