We ran into a similar problem. The SA changed it to be fully qualified
for the duration of the install only and changed it back at the end and
everything works just fine.

Subject: RE: Help - outside agencies
Guys,
My department decided to change their domain. Oracle 9ias requires the fully qualified host name. Is there a way I can change this during the install or after the install???? Apparently, users outside of our network are having problems with this new domain!!
Thanks,
Paula
