I would think you could go directly to Oracle for this since they are really flogging Standard Edition as a low-cost direct competitor to SQL Server. They'll dish up as much dirt on SQL server as you could ask for. I see a lot of direct advertising about this. If you contact their sales office and tell them what you want I'm sure they'll probably be able to give you a power point or some-such on the topic. There was a good benchmark article out a couple years ago but it's probably not very relevant now.

First, there is a level in decisions, that really don't matter too much
detail,
So the idea is to say you this have oracle standard editoin, and this don't
have sql server.
Second, do you have a paper, study or whatever to translate requerimients into money, for example x software in sql server uses X cup, time, etc. and in Oracle uses y:
