Right, right after the run { in the run block. At least that is what I was
told, and what I have done. Especially since 9i, if you don't tell rman when
you want to go back to, he will just blithely restore the most current
version, even if you have an until time after the restore.

You mean before the restore of the controlfile to ensure all pieces are in-synch - correct?

You must set the until time at the beginning of the restore so it will be in place during the entire process.
