This is not unusual for a consulting firm. When I worked for KPMG Consulting, I was aghast at the nominal rate they billed me out at. Frequently, they would discount that rate. It was unusual for any client to pay the full amount. I worked in the government sector, and all the contracts I was privy to contained some sort of discount factor, often reaching 50% or more.

I also never saw anywhere's near the rate I billed at, but they did pay me quite well. I never had cause to complain.
