ITtoolbox.com has an active application forum <oracle-apps-l_at_Groups.ITtoolbox.com> There are other application groups available at Yahoo groups too.

I don't know any. There are few Apps related lists such Financials list etc.. but they're more for functional issues as I understand. But Apps related questions are welcome here as well, I guess. At least I personally would like to see more Apps-related activity here ;)
