There is an update to catblock.sql that improves the performance.

You have to run $ORACLE_HOME/rdbms/admin/catblock.ora of your latest version
of Oracle 8.1.7.x.
It is a known issue. I opened a tar 4/5 months back for same issue and they
told me this solution and it worked.
Right now you have to kill this hanging session.
