extproc fails with MTS configured

Configured MTS for tcp/ip connections.

However, extproc which is using ipc fails if don't use a dedicated server.

Found note 115132.1 on metalink. However, that note talks about ipc failing when configuring for MTS.

I am NOT trying to use IPC with MTS only TCP.
