Yes. What happens is, because I cannot logon to sys, it won't let me make the change which is a kind of catch-22. I am looking for a way around it so I can logon. I am in Oracle 8.1.7.4.0.

Did you tried to increase the parameter
MAX_ENABLED_ROLES = 70
