earlier resource manager (System_plan) was enabled but even after disabling
'
alter system set resource_manager_plan='';' the cpu usages doesn't come down
from 100%,but when i query v$session_wait that it doesn't show any event
like 'resmgr'.

Are you using resource manager?
resmgr stands for Resouce Manager, and i think "waiting in check2" means that the particular process is waiting to run
