How to enable/disable create_stored_outlines in another session?

I would like to enable/disable in a session which is currently loggued the event to create stored outlines.
I tried dbms_system.set_bool_param_in_session (10, 3, 'create_stored_outlines', TRUE); but it doesn't works :(
