I know in earlier versions of Oracle (not sure if its still true) that Pro*C called the upi directly via the sqllib library. So in essance Pro*C should be at a similar level Oracle stack wise to OCI as OCI is the client side API to the upi (at least I think thats what i remember from Steves book). Pro*c is of course at a higher level in terms of use.
I use OCI now for writing tools. I am using OCI8 and have used the older style OCI before as well. I have also written extensively in Pro*C in the late 1990's doing database migrations and interfaces.
