This is a trial run to determine these exact issues, for an eventual
migration so we are effectively emulating this as a trial run could be we
will need a different approach like drive the export on a tape to the
other location.
Old server isn't the fastest animal around and that is all the bandwidth we have, so leaving that aside which is the best way for speed create sqlloader files for the move and transport those for loading

For instance, you are limited by a 1m WAN link. What's not mentioned is the time frame for the move. Is this a production system? Is there a short time limit on the downtime allowed for switching to the new system? 40 Gig over a 1 Meg link will take 91 hours at optimal efficiency, so count on it taking twice that long, which is about 8 days. You can see where timing comes into play. Will it be the same version of Oracle? Are there any LONG columns in the data? You need to duplicate this environment to come up with an optimal solution, as it will take some testing.
