Turns out that it was the /etc/system/ after all

Not sure if it was copied incorrectly or what.

Admin recopied the production /etc/system over to the new box and Voila, all is well.

We put the old one back (just to be sure) bounced the box again and sure enough database would not come up.

There must be some bad ju ju with the original copy.
