Why do you think that Oracle can choose to ignore hints ? Do you have reproducible example that proves the point ?
Bear in mind that a comment that looks like a hint is only a hint if it is used correctly in the right context.

I havent played around with the 10053 trace. No time. I was hoping for something simple at the db level.
i mean i put in a hint and the plan doesnt change. oracle can choose to ignore hints.
