If I was going to use any 'client' type tools on the
'server' I might wish to set default characterset and
date format in the ORACLE_HOME. This depends on what
you have in your server, and the default behaviours.
Assuming everyone knows how the defaults work, and how
to control characterset and date format in loader,
sql*plus, etc., then the info in ORACLE_HOME is not
required.
