What about granting sysdba to the user? This has to be done explicitly!

What parameters need to be set to allow
connect / as sysdba on 9i?
On my db this is disabled. Only "connect sys/pwd_at_database as sysdba" = works.
Any ideas?
This is 9.2 on HP-UX.
