just to make it clear: I don't have the problem - was just answering on an =

Ignore the previous message about the select from V$PARAMETER, I miss
read the message.
On the OS level change to the dump location and see if there have been
any symbolic links established that piont to the other location. Perhaps
the sysadmin redirected the files because of space limitations.
