Me thinks CBO is probably never going to be bug free. What works for you, won't work for me unless we run identical systems, it is a general purpose system, CBO doesn't know your system or data usage. Still it tries to make a better judgment ..
Hey it is a whale lot better than those RDBMS where there are no hints to use in case optimizer goes crazy.
