If you purchase "Oracle Networking .... (something or other) :-) " by Jonathan Gennick and Hugo Toledo, this should give you an excellent start.

I can't recall, off the top of my head if the new MTS 9i init.ora parameters are included in this text.

I believe that the latest edition of this book does include them, though ..
