You need to implement the table to assign storage attributes to it. This can be done either in the Ron or Db Designer where you are at.
In Db Designer/DbAdmin tab, expand the database|Users|spcific User|Schema|Table Implementations entry. Click the green plus to implement a table in this area, and you should see the properties attribute pop up. Optionally right click on the Table Implementations selection and select "Create Table Implementations".

Can someone who has used Designer to generate DDL let me know how you specify which tablespace a table or index is to be created in. I am using the Design Editor and the DBAdmin tab and can't seem to find it. Thanks in advance.
