poor bastard. you'll spend hours and hours developing a document nobody
really wants, nobody will read, and (hopefully) you will never use.
if I were you, I'd start lobbying for an outside agency to write it for you. sure, you'd have to work with them. but they would get it done faster, create a better report because they could focus on just it, and would have better experience in what to put into it.
