If you're using Rational Rose, are you interested in UML modeling?
For if so, you might want to check out a tool created by Dulcian, Inc. called BRIM.
It's a free tool, but I do believe that you must contact them for an initial consultation. I am not sure about all of the specifics involved in what your relationship with this company would need to be. It's worth a look, though.
One of the tool's designers demo-ed this for me at ODTUG last June and it looks pretty good.
