You might consider creating a table in Oracle that will list all days and whether it is a business day or not. Eventually you can create a screen so a user can take responsibility for keeping that table corrected, since for many businesses there are slight differences in the holiday schedule each year, and you probably don't want to be responsible for adjusting an algorithm each year.
