Redo Logs and Oracle RAC

In my environment, I am constantly have to update/create test and development databases,
and for the time being I am recreating both instances.

When I recreate the controlfile, all the redo logs are assigned to one instance (thread 1).

Is there a way to re-assign some of them to the second thread without dropping them and recreating them.
