Try one of these:
select distinct (rpad(employee_id,6,' ')) ||';'|| ssn
from EMP
order by (rpad(employee_id,6,' ')) ||';'|| ssn;
or
select distinct employee_id, (rpad(employee_id,6,' ')) ||';'|| ssn
from EMP
order by employee_id;
