I'm a dedicated TOAD user, so would steer you in that direction. We used SQL Navigator years ago, before we moved to TOAD. SQL Navigator is not a bad product; and I haven't kept up on the new releases. I'm sure it's grown a lot since I last used it. But overall, I just prefer TOAD's user interface and way of doing things.
TOAD has a very active and dedicated user community, and a beta program that's open to any registered TOAD owner. If you suggest a new feature in the beta program, it may literally appear in the next beta version (released twice a week). All of TOAD's developers are active participants on the list. TOAD is very much a user-driven product. (I don't see any equivalent activity for SQL Navigator.)
But it should be easy to decide for yourself. Both TOAD and SQL Navigator have fully-functional limited-time demos available on their web site (www.quest.com). Download them both and have at it!
