Re: tuning question when you have a 3GL application

STATSPACK is a standard component of the Oracle RDBMS. Needing approval to use STATSPACK is like needing approval to use SQL*Plus.

It is the "canned scripts" that should need approval, not a standard RDBMS component like STATSPACK... :-)
