With the amount of companies I talk to (in a sales-critter role) you would actually be surprised at how many people ARE doing exactly this!

With respect to sending production DBA positions to India, et al. I don't think companies are very included to do this because of security concerns and the confidentiality of the information stored in the DB. It's not a good idea to open your DB's to the entire world.
