According to the ABAP programmers, the code 'variant' is identical. The generated SQL 'looks' the same, but the execution plans are radically different.

He needs to contact oracle support, because the dump came from the
oracle server process. If he's lucky, the one-off patch is already
published
and he only needs to download it from Metalink and apply it. If not, then he has to wait for oracle 9BF (BF = Bug Free)
