It doesn't mean a thing.

This is simply a benign warning message indicating that V$DISPATCHER_RATE performance statistics may no longer be accurate.

fix:

Ignore the error message. This message is no longer seen with Oracle9i.

I often see this in my alert_sid.log file: Performance statistics empty: data overflow
What does this mean, is there anything wrong with the Oracle DB? Thanks,
