I think it's patch 2878462 for the OUI placeholder for the latest version - Metalink patch search, by patch number.

They don't make it easy to find...

Is there another location for downloads? (I don't think there is...)

I am looking for a simple package that installs the Oracle Universal Installer, nothing fancy.

I don't understand why they don't have that under Software Downloads, they have one page that lists all the ODBC drivers, why not do this for the Installer.
