Looks correct but you should use task scheduler.

I think it is like this, In a DOS window type;

AT 17:00 /every:1,15 "C:\PATH TO BAT FILE\BAT_FILE_NAME"

Not positive, but I think it is like this.

      Does anybody know the syntax to schedule a monthly "at" job on
      Windows (2000)? I need to schedule a job for the 1st and 15th every
