character set conversion ?!

Guys,

Existing setup:

        NLS_CHARACTERSET                = UTF8
        NLS_NCHAR_CHARACTERSET  = UTF8

i need to change both to JS16SJIS.

1# is it possible ? if so , how ?
2# which is the super set among these two ?

the ENV is 9.2. on win2k.
