We have found that while it can be helpful to do that, its not nearly as much of a hard-and-fast rule as it is with 8i. Depending on the size of the cluster, the application workload, and the speed/quality of the interconnect, many applications run cheerfully distributed across nodes. Obviously, its very simple if you have two nodes and two applications to partition them accordingly, but if you have four nodes and 3 applications (or a similarly more complicated configuration), we've seen that its generally better to just let Oracle sort it out. As with everything else in IT, YMMV.
