Check in your $ORACLE_HOME directory and look for a directory named isqlplus (or something similar). Once you find the directory path for isqlplus, you can just run it using your browser. This can be something like: http://your.machine's.ip/isqlplus/directory/path
Under your /isqlplus/directory/path, there should be an html document that will load the isqlplus interface and will ask you to log in to the database.
