How about the opposite: having the optimizer "voluntarily", i.e. without a hint, choose an index to read ALL rows of a table and that with an index with the worst possible clustering_factor = num_rows. To counter the myth that the optimizer won't use an index if the clustering factor falls below a certain threshold.
