Oracle-L: CPU time contention

We are Doing an OLTP Transaction Benchmark & getting the following contention "CPU time " on HP Super Dome machines with XP1024 Storage

How may this be addressed ?

Any Best Practice Kernel parameters that may be set for HP Server ?
