All I can say is that you're not using the Oracle_Home that you think you are. On a Win box there is not just one Oracle_Home variable that is set. Each client or application will have it's own Oracle_Home that it will use, regardless of the registry settings.

did that and I installed the ORacle 8i client properly. I am now getting:
my oci.dll is in the bin directory and I set the Toad home directory properly. Any idea?

searching in SOFTWARE\ORACLE\HOME0
