Password Sync

What is the easiest way to allow users sync their passwords among n databases ? We are thinking of capturing password changes and broadcast them to other databases via a script, but there an issue of looping.

Do you have this in your workplace? For security reasons, windows passwords are not same as oracle db passwords.

Thanks in advance, and yes we run tnsnames ... no names, no oid if it matters.
