A lot of what you say is true, but what is the view from the other side of the fence? e.g. what are the justifiable complaints developers have with DBAs?
I think a few are:
a) Assuming that John Q. Developer knows all the Oracle features and is
aware of what is poor Oracle coding practice.
b) Not having time for every developer to run up with a question "how do I
write this SQL statement" but then complaining as soon as it's put in
production.
c) The Duh-BA forces me to separate data in 10 different tables even though
my query would run a lot faster if everything was in one table.
d) When I have to write a program to update all the rows in a table and ask
"how do I avoid that 'snapshot too old' thing I've been hearing about?" the
Duh-BA says "maybe you'll get lucky."
e) Calling me a "duh-veloper" behind my back.
Any others?
