http://www.microsoft.com/windows2000/server/evaluation/performance/reports/hyperthread.asp has a link to an article that has the BIOS requirement for logical CPU numbering (and start-up order).

Note: since Windows 2000 Server does support up to four CPU's, the task manager does display 4 CPU's on a hyperthreaded dual XEON computer.
