I've never seen an official number of weeks for training in Canada.
I know that Oracle Canada is providing 4 weeks to their consultants. You can have more if you're in sales ...
For sure, going to training is fun but I do not count on that to be kept up to date, my career is too important to let my employer manage it.
Off course being on the oracle-l list for many years is a great way to learn. I do buy books on a regular basis.

I am not joking. I consider staying "up-to-date" a full time process, not
just something you do a few weeks a year. Perusing this newsgroup IS one part of staying up-to-date.
