Same as Oracle privs ...  

If you give execute, other user can see only package spec, if you grant 'create any procedure' they can see the package body/procedure/function body as
well.  

• to see procedure/function/package spec you need on of
  1. execute (if grant is made to public)
  2. execute any procedure
  3. create any procedure
• to see package body you need "create any procedure"
