Is the server a Pentium4? If it is there is a problem with symcjit.dll.
Copy the installation CD down to the hard drive.
Rename the symcjit.dll
Run the installation from disk

Hi DBAs,
Has anyone had trouble installing Oracle 8.x on Win 2k Service Pack
3?.
When I tried installing 8.1.6 and 8.1.7 the installer does not start.
Oracle 9.x installs fine.
I do not know if it related to SP3 or not as I was able to install on
similar server with SP 2.
