Have you considered FGAC? ( fine grained access control )
I haven't tried it, but it seems like a good candidate for centralizing stats pack data with as little code as possible.

I am currently working on a design ... basically it is simple to set-up, but the problem I am facing is how to automatically move dataset for one snapshot from prod db to the central db. Raj
