sqlplus connection

Hi All!
I got warning "Product user profile information not loaded!..." after I run pupbld.sql script as system. Metalink recommend to drop PRODUCT_PRIVS and rerun pupbld.sql. I done it couple times , still not working. Any ideas?
Oracle9i on SunOS.
Should I connect system as sysdba? (Done it both way, not working). Thanks.
