please help with control file

please help me with this one

the location mentioned in the init.ora for control files does not have any control file.
since this is a new install, please let me know how to generate or rather recreate control file(s).
[since there are no control file the system is unable to start]

since instance is getting shutdown, i cannot enter sql as well. how do i create these control files ?
